Tanzania - Quality Management

Placement site: Regional/District Hospital in Shinyanga or Singida Region

OVERVIEW OF VOLUNTEER ASSIGNMENT 

The Quality Management volunteer will assist the Regional Medical Officer in assessing the data management gaps of the Regional Hospital Care and Treatment Center and supporting the development of data monitoring processes. Currently, the Care and Treatment Center collects data required by the National AIDS Control program (NACP), but lacks a program for internal monitoring and evaluation.

Potential in-country placement sites:

Singida Regional Hospital

  • Staff at site: 9 clinical officers, 5 medical officers, 11 assistant medical officers, nurses
  • District hospitals: Manyoni, Kiomboi, and Singida Rural
  • All district hospitals send specimens to regional hospital for CD4 counts
  • The hospital infrastructure is in good condition with adequate space for the HIV Care and Treatment Center
  • The Regional Medical Officer administers the HIV Care and Treatment Center

Shinyanga Regional Hospital

  • Staff at site: 8 clinical officers, 2 medical officers, 14 assistant medical officers, 27 nursing officers, 52 nurses, 1 pharmacist, and 1 lab technician
  • Shinyanga Region has three district hospitals: Kahama, Bariadi, and Bukombe
  • All district hospitals send specimens to regional hospital for CD4 counts
  • Approximately 350 clients are currently on ARVs
  • The hospital infrastructure is in good condition with adequate space for the HIV Care and Treatment Center
  • The Regional Medical Officer administers the HIV Care and Treatment Center

Volunteer assignment:

The Quality Management volunteer will work with the Regional Medical Officer in assessing the needs of the Regional Hospital Care and Treatment Center and developing a program for improving internal monitoring and evaluation.

Length of the assignment:

3 months minimum assuming a full-time work schedule

Volunteer Qualifications:
Required:
  • MHSA, MPH or equivalent experience
  • Minimum of 2 years experience working in quality management in an outpatient setting
  • Knowledge of HIV/AIDS prevention, care, and treatment, specifically ART and treatment adherence
  • Experience developing and implementing monitoring and evaluation programs
  • Good written and oral communication skills and fluency in English
  • Excellent interpersonal skills and demonstrated ability to develop cooperative working relationships with diverse professionals
  • Ability to collaborate and work effectively with various program/project implementation partners and officials of governmental and non-governmental organizations
  • Knowledge and experience of using databases and willingness to learn about NACP database
Preferred:
  • Knowledge of the host country’s health system and culture
  • Ability to work independently with strong leadership skills
  • Previous experience working in a low-resource setting
  • Working knowledge of Kiswahili

OBJECTIVE OF THE VOLUNTEER ASSIGNMENT 

The objective of the Quality Management Volunteer is to help the Regional Medical Officer develop a quality management/continuous quality improvement program for the Care and Treatment Centers of the Shinyanga or Singida regional hospital.

ACTIVITIES OF THE VOLUNTEER ASSIGNMENT 

Volunteer responsibilities: 

  • Assess the current data collection system
  • Network with relevant partners and as appropriate NACP
  • Develop a continuous quality improvement program that builds on the current monitoring and evaluation system
  • Implement a self sustaining system that is manageable by local staff
  • Assess the possibility of converting the paper data collection system to an electronic data system
  • Provide ongoing training and support to clinic staff as needed

 

EXPECTED OUTCOMES OF THE VOLUNTEER ASSIGNMENT

Deliverables:

  • Organizational assessment, including analysis of the current monitoring and evaluation system and feasibility of replacing a paper based system with an electronic data base
  • Action plan for a continuous quality improvement program
  • Regular reports documenting progress toward objectives in action plan, and documentation of training, consultation, and mentorship provided
  • Plan to expand the continuous quality improvement program and related programs to District Hospitals and Health Centers
  • Final report

RESPONSIBILITIES OF PARTICIPATING STAKEHOLDERS 

Volunteer:
  • Complete the scope of work in the timeframe outlined
  • Complete Twinning Center’s assessment and monthly monitoring and evaluation reports
  • Submit a post-assignment final report and participate in an exit interview
  • Adhere to the AIHA Volunteer Standards of Conduct 

Placement organization/institution:

  • Provide resources necessary for volunteer to carry out assignment successfully
  • Identify a placement site for the volunteer to ensure sustainability of volunteer activities
  • Submit performance assessment reports on the volunteer to the Twinning Center

AIHA Twinning Center:

  • Conduct pre-assignment orientation and training for volunteer and placement site staff
  • Provide volunteer with safe housing, monthly living allowance, medical evacuation coverage, and travel-related costs to and from placement site
  • Provide ongoing support of volunteer as needed
