OVERVIEW OF VOLUNTEER ASSIGNMENT 

In-country placement site:
The volunteer will work with Johns Hopkins University's Technical Support for the Ethiopia HIV/AIDS ART Initiative (JHU-TSEHAI) at several ART hospital locations. Preferably, the incumbent will spend the first two months of his/her time in Addis Ababa, to make an assessment of IP/PEP activities at all JHU supported ART hospitals. S/he will then spend the majority of volunteer time working at various ART sites around the country and working with the management of the hospitals to implement IP/PEP programs. The incumbent will become familiar with the national guidelines regarding IP and PEP, and with the JHU-TSEHAI work plan regarding these issues. There will be opportunities to review the site placement throughout the volunteer period to ensure an optimal experience for the volunteer.

Volunteer assignment:
The volunteer will work with JHU-TSEHAI to fulfill the goals and targets of the JHU IP/PEP work plan, including training and education of health professionals on IP/PEP guidelines and treatment, direct implementation of these programs at sites, and gaining buy-in from hospital management to ensure continued implementation of these programs. The volunteer will work with current national training programs and guidelines, and collaborate with the Federal Ministry of Health (FMOH) and the HIV/AIDS Prevention and Control Office (HAPCO). S/he will assist with an assessment of the PEP program for reducing infections among healthcare workers and rape victims.

Volunteer Qualifications:
Required:

  • MD or RN with experience in infection prevention and occupational health
  • 3 years HIV/AIDS, IP, and PEP experience
Preferred:
  • Experience working in resource-limited settings
  • Creative when there is a lack of services and diagnostics
  • Medical education experience and desire to teach students, RNs, HOs, GPs
  • Experience working with FMOH structure and hospital management structures
  • Flexible and willing to travel

OBJECTIVE OF THE VOLUNTEER ASSIGNMENT 

The volunteer will work with the JHU-TSEHAI clinical team to implement the IP/PEP work plan. The volunteer will work specifically with the 44 different ART implementation sites to introduce or strengthen IP programs and to introduce a PEP program that can be followed for outcome data.

ACTIVITIES OF THE VOLUNTEER ASSIGNMENT 

Volunteer activities:
  • Review IP/PEP guidelines, review training materials, and assess current sites with JHU team
  • Conduct new site assessment(s)
  • Work to establish a management committee for IP and PEP at all hospitals
  • Introduce a model PEP program with follow-up indicators
  • Travel to sites around the country to implement the model PEP program
  • Work with clinical advisors and site support teams to implement the program and to ensure sustainability
  • Ensure supplies for implementation are available at sites

 

EXPECTED OUTCOMES OF THE VOLUNTEER ASSIGNMENT

Expected Outcomes:

  • Using already developed IP/ PEP guidelines, implement these activities at sites
  • Ensure sustainability via development of IP committee and management buy-in
  • Develop PEP training materials and deliver to healthcare workers at 44 ART sites
  • Ensure all sites have needed equipment by working with JHU and JHU partners such as JHPIEGO
  • Fulfill requirements for IP/PEP of FMOH and the Regional Health Bureau (RHB)

Deliverables:

  • Organizational assessment of the placement sites
  • Needs assessment
  • Regular reports documenting progress toward objectives in action plan, and documentation of training, consultation, and mentorship provided
  • Plan for follow-up
  • Final report

RESPONSIBILITIES OF PARTICIPATING STAKEHOLDERS 

Volunteer:
  • Perform as a member of the JHU-TSEHAI clinical and training team; the volunteer will be held to similar standards of reporting, participation in training and meetings, and travel to meet the PEPFAR and USG targets related to IP/PEP activities
  • Inform and update JHU-TSEHAI regarding accomplishments and challenges in the field and work with JHU to improve quality of IP/PEP services
  • Complete the scope of work in the timeframe outlined
  • Complete Twinning Center’s assessment and monthly monitoring and evaluation reports
  • Submit a post-assignment final report and participate in an exit interview
  • Adhere to the AIHA Volunteer Standards of Conduct

Placement organization/institution (JHU-TSEHAI):

  • Provide the volunteer with detailed IP/PEP work plan and with the incumbent adapt the plan to his/her specific strengths and interests
  • Develop joint plans with the clinical team
  • Provide an office space at the Addis Ababa office
  • Provide timely feedback on activities and outcomes of program strengthened or established by the volunteer
  • Provide resources necessary for the volunteer to carry out assignment successfully
  • Identify a placement site for the volunteer to ensure sustainability of volunteer activities
  • Submit performance assessment reports on the volunteer to the Twinning Center

AIHA Twinning Center will:

  • Conduct pre-assignment orientation and training for volunteer and placement site staff
  • Provide volunteer with safe housing, monthly living allowance, medical evacuation coverage, and travel-related costs to and from placement site
  • Provide ongoing support of volunteer as needed
