Evaluation of Results

Program evaluation should be an integral part of the twinning partnership. With a good program monitoring and reporting system in place, much of the information and data needed to evaluate the results of a partnership should be readily available. In addition to the routine program reporting, it will be useful to develop special reporting instruments, such as surveys or assessments, to help capture the results specific to the focus areas of the partnership. For example, if improving overall patient satisfaction is an objective of the twinning partnership, it would be useful for partners to conduct patient satisfaction surveys at various points during the scope of the partnership. Other types of surveys can help partners to gauge the impact of their activities. In some cases, partners may even want to enlist the assistance of an outside organization or consultant to conduct a formal, unbiased evaluation of their program. These evaluations can then be used to help steer the direction of new and continuing programs. This section provides some examples of evaluation tools and surveys that have been developed by and for various twinning partnerships as well as examples of a few actual program evaluations.

  • AIHA M&E Toolkit for New Partners - This toolkit designed specifically for twinning partners provides several valuable evaluation tools and resources, including guidelines for developing strong and measurable performance indicators, designing survey questionnaires, creating focus groups, and capturing partnership success stories. It also includes a bibliography of other Internet-based monitoring and evaluation resources.

  • AIHA Partnership Self-Assessment Survey - A form filled out by partners to assess partnership progress by goal and objective at any point during the partnership.

  • AIHA Patient Satisfaction Survey - This survey was developed for use at primary health care centers participating in AIHA's partnership program. The survey can be distributed to patients or clients to gauge their satisfaction with the services that are provided. The compiled results can be used to show perceived improvements, as well as areas that still need improvement.

  • AIHA Youth Risk Behavior Survey - This is an example of a population survey which can be used to collect data from various community groups. Population surveys can be used to collect baseline data before interventions are started, and then again to measure the success of the program in targeted areas.

  • Formal Evaluation - A formal evaluation can be conducted by partners or an outside organization. This page links to various evaluations of AIHA's twinning partnership programs, each of which describes the methodologies used to conduct the evaluation.

  • HIV/AIDS Twinning Center: Quarterly Indicator Status Report - While this report form may be more complex than necessary for non-Twinning Center-funded partnerships, it may provide a useful reference for partnership coordinators when designing their own data collection reports for their twinning partnership.
