One of the keys to successful projects is ensuring they perform as planned and deliver results. The HIV/AIDS Twinning Center program utilizes a comprehensive and rigorous
monitoring and evaluation (M&E) framework that seeks to:
Improve the performance of projects: Close monitoring of progress gives program managers the information they need to keep projects on track and to make decisions about the best use of available resources.
Engage twinning partners in project success: Program staff help partners to define measurable objectives and to take an active role in assessing their project’s performance. This technical assistance builds capacity among partners to sustain and improve their projects beyond Twinning Center involvement.
Provide information to stakeholders: Donors, host-country governments, public health officials, partner organizations, and the public at large all have a stake in the success of Twinning Center partnerships. By sharing both qualitative and quantitative results and by presenting analysis of progress, the HIV/AIDS Twinning Center remains accountable to its stakeholders.
Support learning from experience: Assessments and evaluations allow Twinning Center staff and partners to reflect on what works so they can share best practices with others and help replicate successful models.
As a part of the President’s Emergency Plan for AIDS Relief (PEPFAR), the HIV/AIDS Twinning Center also measures its success by contributions to the
PEPFAR objectives and indicators.
